Ethical Rules Applicable to the Editorial Board

Journal Quality

The Editorial Board seeks to ensure the scientific quality of the journal by complying with the rules to good practice set out below. More specifically, the Board renews regularly its reviewers and foreign correspondents as well as its own membership with a view to ensure professional rigour. The affiliations of the members of the Editorial Team and the foreign correspondents are stated on the journal’s website.

Freedom of Expression and Scientific Debate

The Editorial Board selects REMI articles impartially and pays attention particularly to articles that contribute to the scientific debate. Any article offering relevant criticism of another article published in the journal may be selected. Authors may respond to criticism of their article(s).

Reader Relations

Readers may obtain information about the funding of the research presented in the journal. The Editorial Board commits to answering reader complaints.

Author Relations

Articles are selected purely based on their intellectual or scientific merit, without any discrimination on the ethnicity, gender, sexual orientation, religion, nationality, university affiliation or political opinion of the author. The Editorial Board takes into account in its decisions all legal requirements in terms of slander, copyright violation and plagiarism. The procedure to submit an article is outlined in a document available on the journal’s website.

Reviewer Relations

The reviewers’ responsibilities are stated in a document available on the journal’s website and updated regularly. The Editorial Board guarantees the anonymity of the reviewers.

Behaviours Contrary to Publishing Ethics

The Editorial Board must seek to identify and prevent any behaviour contrary to publishing ethics, and commits to investigating any complaint made against the journal according to the procedure described below. The author should always have the right to respond to a complaint. The Editorial Board should always be prepared to publish corrections, apologies or clarifications whenever they are called for.

Procedure to Follow for Behaviour Contrary to Publishing Ethics

Anyone can file a complaint for a failure to respect the publishing ethics to the journal’s Editorial Board.

The person who files the complaint must provide supporting elements. Any complaint is to be taken seriously by the Editorial Board and must be treated until conclusion. Any complaint will be handled, no matter its date of publication. The supporting elements submitted as part of a complaint must be kept and archived by the Editorial Board.

Measures to be implemented in the event of a complaint:
- Interviewing the author of the article if the complaint stems from a misunderstanding of the ethics charter of the journal or the instructions for authors
- Sending a written notification to the author, providing details about the alleged failure to respect the publishing ethics. This notification serves as a first warning.
- Sending a written notification to the author’s employing organisation
- Publishing an editorial in the journal to inform readers about the procedure
- Withdrawing the article from the journal and indexing databases
- Banning any new article written by the author for a set period
- Referring to an external authoritative organisation to deal with the complaint

Ethical Rules Applicable to Reviewers

Reviewers’ Assignments

Reviewers are selected based on their scientific and intellectual expertise. They are tasked with the evaluation of the manuscripts solely on their contents, without considering the ethnicity, gender, sexual orientation, religion, nationality, university affiliation or political opinion of the author.

The reviewers’ opinions should be objective.

Reviewers are required to flag all articles that are similar, to some degree, to the article submitted to the journal.

Reviewers should point out relevant published work which is not cited yet.

Review Process

With the exception of book reviews which are evaluated by the Editor of the Book Review section (and discussed with the members of the Editorial Board), articles submitted to the journal are evaluated as a double-blind review: the author does not know the identity of the reviewers and the reviewers do not know the identity of the author. There are at least two (or three) reviewers for each article.

In the event of doubts or diverging evaluations among the reviewers, the Editorial Board may consider additional opinions.

Articles that would be contrary to the journal’s editorial policy may be rejected by the Editorial Board. In every instance, an evaluation report will be supplied to the author.

Based on the reviewers’ reports, the Editorial Board takes one of the three following decisions within a maximum of six months of receiving the manuscript:
a/ Acceptance of the manuscript as submitted to the journal;
b/ Rejection;
c/ Acceptance with modifications.

In the latter case, the Editorial Board will make a final decision based on whether or not the author adopted the suggestions and comments provided by the reviewers.

Any manuscript that is accepted either when first submitted or following modifications by the author is subject to editing conducted in collaboration with the author. The final version of an article will be mutually agreed for publication.

When reaching a decision, the Editorial Board considers legal requirements in terms of defamation, copyright violation, and plagiarism.

Conflict of Interests

The Editorial Board members and reviewers must recuse themselves in the event of a conflict of interests with an author or with the content of a manuscript to be reviewed.

Furthermore, reviewers who are aware that they are not qualified or unable to review a manuscript within a reasonable period of time should inform the Editorial Board and recuse themselves.

Impartiality

Manuscripts are evaluated on their intellectual and scientific content without distinctions based on the author’s ethnicity, gender, sexual orientation, religious beliefs, nationality, university affiliation, or political views.

Confidentiality

Manuscripts received for reviewing are treated confidentially. No information about a manuscript submitted to the journal may be disclosed to anyone but the author, potential reviewers, and in some cases the publisher.

Data Use

The data presented in the submitted articles cannot be used prior to publication in the research work of an Editorial Board member or reviewer without the author’s express written consent.

Ethical Rules Applicable to Authors

Originality and Plagiarism

Authors must guarantee the originality of their article and cannot publish any work that might in any way whatsoever constitute infringement as defined by the French Intellectual Property Code (Code la propriété intellectuelle). False or deliberately inaccurate statements constitute behaviour contrary to scientific publication ethics and are therefore unacceptable. The journal may use anti-plagiarism software (Compilatio) in case of doubt.

Multiple, Redundant, and Simultaneous Publications

Authors agree not to submit work previously published in another journal or an original article based exclusively on work already published elsewhere.

Authors also undertake not to submit manuscripts to multiple journals simultaneously.

References

Any citation (or use of other authors’ work) must be identified as such and be accompanied by appropriate references presented in accordance with the journal’s procedures.

Should authors wish to refer to information obtained privately (conversation, correspondence), they should do everything possible to obtain permission from those identified as the source of the information.

Authorship

The list of co-authors must be limited to those who made a significant contribution to the conception, conduct, or interpretation of the research presented in the manuscript submitted to the journal or to the drafting of that manuscript. The authors and their affiliations should be listed in alphabetical order or according to their level of involvement in conducting the research or drafting the document. The corresponding author must ensure that only the appropriate co-authors are listed and that all co-authors agreed to the manuscript being submitted for publication after having seen and approved the final version of their contribution.

Defamatory Statements

Authors undertake not to violate the rules of scientific debate in the articles they submit or make defamatory statements that might be interpreted as undermining the reputation of a third person.

Conflict of Interests

Authors must declare any potential, professional, or financial conflict of interests. All sources of non-public funding used in the research presented in the submission must be explicitly named.

Errata

Authors who become aware of a major error or inaccuracy in their work after publication are required to report this promptly to the journal’s Editorial Board and participate in the publication of an erratum or announce the withdrawal of the article if necessary. Should the Editorial Board or the journal’s publisher learn from a third person that an article already published contains a major error, they must inform the author accordingly. The author must then request the article’s withdrawal or correction or provide information demonstrating that the relevant part is not erroneous.

Access to Raw Data

At the request of the Editorial Board, authors may provide raw data related to their research. If possible, authors should undertake to allow public access to their data and retain these for a reasonable period of time following publication.

If the article is based on clinical cases involving real-life situations, the author undertakes to respect the anonymity of the individuals referred in the article.

Digital Publication

When submitting an article, authors undertake to authorise its distribution in a digital format, particularly on the Cairn.info platform, unless express notification by them to the contrary.

Open Archiving Policy

As the author concedes their rights to the journal on a non-exclusive basis, they are free to deposit the final version of their manuscript accepted for publication in an open archive (e. g. HAL) or an institutional repository (a sustainable platform everyone can access without registering), under the Creative Commons License of their choice, as soon as they wish, including upon the manuscript’s publication in the Revue Européenne des Migrations Internationales, under the condition, however, to give the full bibliographic reference of the publication in the Revue Européenne des Migrations Internationales.

Academic social networks (such as ResearchGate or Academia.edu) are not open archives or institutional repositories: the manuscript should be deposited in an open archive or an institutional repository, especially for sustainability reasons.

The journal authorises the author to deposit the Publisher’s PDF (final version of the manuscript) in an open archive or an institutional repository upon the beginning of its distribution in an open access on the Cairn platform (= end of the restriction period) under the condition, however, to give the publication’s full bibliographic reference in the Revue Européenne des Migrations Internationales. The journal authorises the author to use the CC BY 4.0 license.

In addition, the journal accepts articles that have been previously deposited and/or evaluated as pre-prints in an open archive.
